These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Beaverhead County.
Request For Release Of Funds
On or about July 7, 2026, Beaverhead County will submit a request to the Department of Housing and Urban Development (HUD) for the release of Community Project Funding funds under the Consolidated Appropriations Act, 2024 (Public Law 118-42)(the FY2024 Act), and the Further Consolidated Appropriations Act, 2024 (Public Law 118-47)(the Further FY2024 Act), to undertake a project known as Beaverhead County Anderson Lane Bridge Improvements.
The proposed project involves the replacement of the existing Anderson Lane Bridge over the Beaverhead River in Beaverhead County, Montana, including all connected actions that are geographically and functionally integral to the bridge crossing. The project is located along Anderson Lane, a county-maintained gravel roadway that serves residential, agricultural, public land, and recreational users in the Beaverhead Valley.
The project scope consists of the demolition and removal of the existing structurally deficient bridge (constructed in 1924) and construction of a new single-span, precast prestressed concrete bridge. The proposed bridge will have an approximate span of 130 feet and a width of approximately 26 feet, improving load capacity, traffic safety, and hydraulic performance over the existing 100-foot-long, 16-foot-wide structure.
Estimated funding:
- HUD Funding: $1,000,000
- Total Project Cost (HUD and non-HUD funds): $1,879,576
Finding Of No Significant Impact
Beaverhead County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at https://cpd.hud.gov/cpd-public/environmental-reviews.
Public Comments
Any individual, group, or agency may submit written comments on the ERR to Beaverhead County, Attention: Michael McGinley, Commissioner, at mmcginley@beaverheadcountymt.gov or at the address listed above. All comments received by July 6, 2026, will be considered by Beaverhead County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
Environmental Certification
Beaverhead County certifies to HUD that Michael McGinleyn, in his capacity as Commissioner, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Beaverhead County to use Program funds.
Objections To Release Of Funds
HUD will accept objections to its release of funds and Beaverhead County’s certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis:
- The certification was not executed by the Certifying Officer of the Beaverhead County;
- The Beaverhead County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58;
- The grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds; or
- Another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Section 58.76) and shall be addressed to:

Beaverhead County is seeking a skilled and motivated Arena Director to oversee the maintenance and operation of our fairgrounds arena and rodeo facilities. This is a part-time seasonal position with hours that fluctuate based on the event season and maintenance needs.
Key Responsibilities:
- Facility Maintenance: Ensure the arena, pens, chutes, and Crow’s Nest are safe, clean, and in top working order.
- Equipment Operation: Safely operate and maintain facility equipment, including tractors and groomers.
- Event Support: Prepare facilities for events and provide essential support during the Beaverhead County Fair.
- Communication: Coordinate closely with the Fairgrounds Manager and provide updates to the Fair Board and County Commission.
Qualifications:
- Strong technical and mechanical knowledge with problem-solving skills.
- Ability to perform physical tasks (lifting up to 50 lbs) in various weather conditions.
- Effective communication skills for interacting with the public and county officials.
- Must possess a valid Driver’s License and pass a background check.

The Beaverhead County Fairgrounds is seeking motivated individuals for Temporary Summer Fairgrounds Employment to help maintain the grounds, clean, and assist in upgrading all fairgrounds facilities and equipment. Applicant must be:
- 16 years of age as of June 1st, 2026.
- Hold a valid driver’s license.
- Be able to carry 25 pounds over rough terrain.
- Ability to work outdoors in various conditions (heat, humidity, dust, and inclement weather) and near moving mechanical parts.

This is to give notice that Beaverhead County has determined that the following proposed action under Community Project Funding B-24-CP-MT-1305 is located in the Federal Flood Risk Management Standard (FFRMS) floodplain/wetland, and Beaverhead County will be identifying and evaluating practicable alternatives to locating the action within the floodplain/wetland and the potential impacts on the floodplain/wetland from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690 and/or Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project location is 45°18’18.65″N, 112°33’48.46″W in Dillon, Beaverhead County. The extent of the FFRMS floodplain was determined using 0.2 percent flood approach. The Anderson Lane Bridge over the Beaverhead River is a single-lane, load-limited, bridge that provides primary access to numerous residential users, agricultural operations, and recreationalists. Beaverhead County proposed to replace the structure with a new prestressed concrete structure on driven pile foundations. The new Anderson Lane Bridge will provide a two-lane crossing, increase safety, ensure long-term access, handle legal loading requirements, and maintain waterway adequacy.
In terms of floodplain and wetland considerations, the project may impact 0.61 acres of floodplains and 0.08 acres of wetlands located at the current bridge location, which are classified under the FFRMS and have a wetlands classification of Palustrine Emergent and Palustrine Scrub-Shrub. The project site encompasses the area of the current bridge, which includes approximately 0.332 acres of floodplain and wetlands classified under the Federal Flood Risk Management Standard (FFRMS). The wetland types identified in this area include Palustrine Emergent and Palustrine Scrub-Shrub. The existing natural and beneficial functions of the impacted floodplain and wetland include floodwater storage and conveyance, groundwater discharge and recharge, erosion control, and maintenance of water quality. Additionally, these areas provide vital habitat for various flora and fauna, contributing to the region’s biodiversity. The intrinsic values of the floodplain and wetland include recreational opportunities for activities such as fishing and wildlife observation and educational prospects for local schools and organizations.
To protect the wetland and floodplain from the Anderson Lane Bridge project, several measures will be taken. Comprehensive planning will minimize the construction footprint and preserve wetland functions, maintaining natural hydrology and ecosystem integrity. During construction, strict erosion control measures will be implemented to prevent sediment runoff, following best management practices to protect water quality and ensure natural water flow patterns are maintained. Environmental monitoring will occur before, during, and after construction to assess impacts and ensure regulatory compliance. If any issues arise, immediate corrective actions will be implemented. Community engagement will be prioritized to raise awareness about the project. These strategies aim to keep the wetland and floodplain healthy and vibrant during construction.
There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and wetlands, as well as those who have an interest in the protection of the natural environment, should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain and wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain and wetlands. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about the floodplain and wetlands, can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain and wetlands, it must inform those who may be put at greater or continued risk.

This is to give notice that Beaverhead County has conducted an evaluation as required by Executive Order(s) 11988, as amended by Executive Order 13690, and/or Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under Community Project Funding B-24-CP-MT-1305. Beaverhead County has considered the following alternatives and mitigation measures to minimize adverse impacts and to restore and preserve natural and beneficial functions and intrinsic values of the existing floodplain/wetland: no action, relocation, replacement in existing location, and closure. A no-rise analysis was completed for the new structure to demonstrate no increase in base flood elevations or velocities in compliance with State and local regulations. Replacing the bridge in the existing location was selected to prevent the acquisition of private property and minimize effects to undisturbed adjacent wetlands and floodplain. Both upstream and downstream reaches of the Beaverhead River are also located in a mapped floodplain.
Beaverhead County has reevaluated alternatives to building in the floodplain/wetland and has determined that it has no practicable alternative to floodplain/wetland development. Environmental files documenting compliance with Executive Order 11988, as amended by Executive Order 13690, and/or Executive Order 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
